The state of EDSA during and after a thunderstorm

Let these screen caps tell the story:

Interviewed on TV, someone from DPWH put the onus on MMDA for not approving the application to repair the drainage along EDSA as it will cause traffic. Wait, not cause, WORSEN traffic. interviewed, MMDA Chair Francis Tolentino said repairs couldn’t be allowed to take place simultaneously. DPWH said the application was filed May 2014, Tolentino said they will be approved by November.

thing is, it’s true that drainage repairs slow down the flow of cars, but floods disallow vehicles from passing EDSA.

the thing, I guess, is to choose the lesser of two evils.

These screen caps were taken 2 OCt 2014 when the thunderstorm in our part of the world lasted 40 minutes; I am not sure though how long EDSA suffered the same.
